Never mind the fact that it's pretty cold in the UK at this time of the year. Biebs is all like, "It's my birthday and I do what I want!", so he decided to strip down to his skivvies while returning to his London hotel after a night out with some pals. And we'll admit, we're pretty thankful that the paparazzi was on-hand to photograph this momentous occasion. Just look at that six-pack!
