New Year’s Eve is fast approaching, and it’s time to decide what’s best to wear to ring in 2013.
For Pretty Little Liars star Lucy Hale, 23, it’s a time to be noticed.
“I always want to be sparkly on New Year’s, so go for almost the most obnoxious dress you can find,” she tells me with a laugh during the Duracell Power Holiday Smiles event benefiting Toys For Tots in NYC. “That’s what I do. I feel like it’s the only time of the year that you can get away with it.”

Still, Jordin Sparks, also 23, just wants to be comfortable.
“If I go to a New Year’s party with people I know, I want to look cute, but I also want to have a good time,” the American Idol winner tells me during Excedrin Migraine’s “Managing Migraines: Know Your Triggers. Know Your Treatment.” launch in NYC. “I’m usually not one to pick the newest, highest heels for a party with people that I know, because they already know my style.”

She follows a formula to create her perfect party look.
“My go-to thing right now is a cute sweater dress with some tights and some cute boots,” she explains. “You can’t go wrong with that. You can switch out a belt if you need to - you can add accessories, you can add a bracelet. Your hair can be all different ways. It can still be very, very cute, and it can be dressed up or dressed down.”
