Hailey Baldwin was dressed up in her best to celebrate her 18th birthday at New York City hotspot PRAVDA, but one VIP in her life was missing: Justin Bieber!

An insider revealed to OKMagazine.com that Bieber was supposed to attend the party at the Russian-inspired speakeasy but had a last-minute studio session. However, Hailey said she “can’t wait” to jet off to Los Angeles to celebrate with her “boy” Bieb and her BFF, Kendall Jenner. She’s not turning 18 until Saturday, anyway!

The pair was once spotted leaving a party at the same time, sparking some juicy dating rumors. But then again, from his ex-girlfriend Selena Gomez to gal-pal Kendall, The Biebs seems to be "dating" everyone.

But back to the birthday! Hailey partied “well into the night” with family and friends. Her father, Stephen Baldwin, and uncle William—who said he “loved PRAVDA” and would return again—were in attendance along with Hailee Steinfeld, fellow model Gabby Westbrook and more!
