The attack took place at a complex around 6 p.m. as people celebrated a birthday party. The suspect, Peter Selis, did this as a random act of violence.

He was on the phone with his ex-girlfriend at the time, and Police Chief Shelley Zimmerman said, “It is apparent that Selis wanted his girlfriend to listen in as he carried out his rampage.”
