Snippets of the speech went viral on social media, showing the president taking long pauses between statements, misspeaking and dragging his words.
"He had like 10 mini strokes during this section alone," a user wrote via X, while another critic said, "He is so incoherent it’s astounding."
"It's actually insane," a third added. "I can't believe what I'm seeing."

Concerns about Donald Trump's health sparked during his second term as president.
Since the beginning of his second term, Trump has faced major speculation about his well-being.
Most recently, ex-Trump lawyer and former White House Special Counsel Ty Cob slammed the president as "clearly insane" and pointed to his late-night Truth Social rants as proof.
"These screeds that come out nightly, at 2 a.m. or 4 a.m. or whatever time Trump decides to vent without oversight, it highlights the level of his insanity and depravity," he said during an appearance on "The Jim Acosta Show" on March 31.

The real estate mogul has also been caught nodding off in meetings, with his critics dubbing him the nickname "Dozy Don."
Trump, who turns 80 in June, denied accusations that he's napped while working, claiming he was momentarily just resting his eyes.
"I'll just close. It's very relaxing to me," the investor said in a January interview. "Sometimes they'll take a picture of me blinking, blinking, and they'll catch me with the blink."
